SITE OVERVIEW
Placed as a staging point to over half a dozen different Nexi, Site-16's primary role is peaceful negotiation and surveillance of the anomalous community in Europe, including the Groups of Interest within it, as part of the as part of the Dartmoor Agreement. To this end however, it has expanded to low-risk containment, MTF training, and GoI research below the surface, and to a degree below the notice of the GoIs it works with. Below that surface, the Site itself is an anomalous labyrinth of tunnels that often lead nowhere, only made sane by tiring work.

As it's nature as a neutral ground site intended to soothe tensions, the site itself has lower security, lower budget, and a much wider remit on containment procedure or Group of Interest relations than most sites. Neutral and even hostile Groups of Interest are selectively allied or treated amicably when useful where other Sites would reject the offer on princible. This has resulted in far less use of inhibitor technology in favour of mundane or social solutions to containment, with the site having the highest number of cases of rehabilitation and free roam SCPs of any other Site. A vast majority of it's personnel are listed elsewhere, part of diplomatic or surveillance missions in various Nexi.
The surface, Sublevel-0, encompasses offices used by Intelligence and External Affairs used as a meeting location or organisation spot for GoI relations, alongside a small production plant and MTF training building. Meanwhile the underground elements, Sublevel-1, consist of the standard habitation blocks, research facilities, medical bays, power generation, and the containment wing, which itself is split into Humanoid Containment and the Artefact Storage Warehouse. Below the attention and knowledge of most personnel the Site possesses one more layer, Sublevel-2, which handles high-risk containment of dangerous GoI related anomalies (Gearrenders, Thaumaturges, Bio-Types, etc) and classified research, relying on secrecy as it's main defense.
The Site itself features properties of a Crossroads Nexus. Due to anomalous activity within the Site's geology, the original coal mine tunnels refurbished to form Site infrastructure are constantly expanding and branching. A significant amount are not part of the Site's infrastructure so have been blocked, monitored, and guarded, as any attempt to meaningfully expand simply results in the creation of additional tunnels. Many no longer seem to exist within baseline reality, and far excursions have revealed the creation of new (sometimes anomalous) minerals, sections of impassable Unspace, or areas with thematic resonances of other Nexi beginning to bleed through.
Ongoing projects to utilise this instability to connect Site-16 to Nexi or other Sites are ongoing. At no time are Topological Stabilisers to be utilised within Site-16.

HISTORY
1884: Swansea Coal
Prior to the existence of Site-16, Swansea Coal Production was an authentic coal mining company operating right until the end of World War Two. However, even before Foundation involvement the region was known for some level of strange behaviour. Reports at the time mention the mine shifting in shape over time, unnatural crystals no geologist recognised, and the growth of a strange silver grove of trees not too far from the Site.
What would later be discovered was that Swansea Coal Production had ties with the Ancient and Noble Order of the Gormagons, who would later join the GOC's Council of 108. As the mine's coal seams grew smaller, the owners of the company reached out to allies in the group. The Order had a masterful understanding of anomalous structures, so with their assistance they created a similar ritual to the one performed in Aflendid and infused the very strata of the mine tunnels with occult phenomena.
Tunnels began to expand with new ore and no need for additional excavation. In the short term, the company gained massive profits from saving on the need to excavate new mines and the replenishing of their previously lost vein. However in the long term, more and more miners were disconcerted by or even killed in the expanding tunnels. Eventually, the company collapsed in late 1946 due to a lack of miners.
This was a mistake. We shouldn't have ever contacted the occultists, and now any time I reach out it's just shouting about collapsing. Why don't they understand I can't, that this is all I have? They ruined my life's work and now they want to destroy it to cover it up.
I heard what's happening to Aflendid. These mines are cursed. No wonder can touch their walls, not magic pierce the miasma, not hope can cleanse the horror. So many miners in a dark, cramped space working day to day. We pretend the conditions are safe, are comfortable, are good for them.
But they're scared, and hungry, and that sticks to a place.
1946: Dartmoor Agreement
In 1946, the Veil Protocol was expanding across Europe with the end of the Seventh Occult War. The realignment of goals and increased surveillance by the Global Occult Coalition had began to to sour relations with the anomalous community at large, resulting in the Dartmoor Agreement. The Dartmoor Agreement, signed at Site-12, required the Foundation provide cooperation and amnesty to many harmless GoIs in the region, but also included massive expansions of Foundation containment and surveillance of GoIs.
One of the primary negotiators, Trevor Sayer, argued that the expanded remit was not feasible to be taken under existing Sites like Site-12 or Site-44. Instead, Sayer proposed the creation of a new Site that would exist exclusively to liaise with the anomalous community. An unknown overseer would go on to authorise and fund the Site's constructions single-handedly.

Your suggestion of location is ideal. The natural inclination to expansion is inevitable and would be frankly irresponsible. It does the work for us, even if the suggestion for now won't need it.
We will not have another Avalon, let alone a diaspora. A steady, guiding hand will be given. We will, must, scour the corners of the world and to serve it. Your history will be secured, the risks contained, your people protected.
1947: Early Construction
Through the use of early divination techniques, surveying, and strategic analysis, Swansea Coal Production was bought out as an ideal location for a new Foundation Site. With the purchase of Swansea Coal Production, the Foundation began immediate work on the creation of administrative buildings and meeting spaces for neutral Groups of Interest. Within only months, 2 office blocks were created to house the efforts of the Department of External Affairs and Administration on the surface layers.
With the open plan and lack of immediate hostility, Site-16 had major influence on relations. In it's first year, the Site began negotiations with over a dozen Groups of Interest and gathered information crucial to 14 separate operations within Great Britain.
1952: Transition
Despite this initial success, Director Sayer in coordination with O5 Council began a series of further renovations within the currently unused mining tunnels. The simple fact was that Site-16 brought in significantly more humanoid anomalies than initially anticipated, which had to be transported to other sites with more advanced handling and research facilities. Instead, Site-16 began expanding more of it's facilities underground to create larger standard facilities, converting the top floors purely for the use of External Affairs.
While these early transition elements were rather small, criticism was apparent. The transferral of a diplomatic Site to true containment was deemed risky, and competing with multiple other Sites in the British Isles at the time.
I understand many of the concerns raised by other Directors, but the simple fact is if we find a dangerous Person of Interest we don't have the time to deal with the bureaucratic nightmare of transfer to Site-12 or Site-44. I will not accept another paltry solution when expansion is available right now.
Frankly, the decision is made out of a desire to maintain power in those who have inherited from the HMFSCP. New ideas and approaches must be tried, particularly with the ongoing rise of the paranormal community. Those who wish us to stand still will let the sands of time wash them away.
1972: Discovery of Three Portlands and Eurtec
The pivot in purpose over the past decades soon began to lose the criticism they previously had gained. The knowledge of two massive uncontained towns with no Veil, both accessible within the borders of Great Britain required immediate expansion. The Site underwent massive renovations, connecting all the remaining sections, adding a new Artefact wing, and beginning progress on the second sublevel.
The tunnels provide. We have so much ground, so much space, and every reason in the world to keep growing.
Every day, we discover something new. Sarkics, anartists, tickers, hummers, cultists, and terrorists. The world has opened up even as we dig deeper.
1976: Assault From The Tunnels
Site-16 has been targeted multiple times by Groups of Interest, either due to communications breakdown or the Site containing individuals from their organisations. However, as most attacks are launched from surface region, almost all are successfully contained by security checkpoints
However, in March of 1976 a hostile group of Fae paracriminals successfully apportated into the mining tunnel surrounding Site-16. They breached a tunnel entrance within the Humanoid Containment Wing, assaulting site forces using thaumaturgy and retrieving 3 separate hostile Persons of Interest believed to be involved in attempts to revive [REDACTED. Over a dozen guards were killed, and damaged infrastructure resulted in multiple future incidents within the following month until repairs could be completed.
It is unknown how they discovered the tunnels, but this is the only known case of an assault through the mining tunnels around Site-16. Security around known entrances was increased, and security policy changed site-wide.
1982: Bibliographers
Shortly after a major failed operation, the Foundation begin the MTF Sigma-3 project in an attempt to improve it relationship with members of the anomalous community beyond the grasp of traditional Nexi or intelligence efforts. External Affairs directly coordinated with the first Commander of MTF Sigma-3 on recruitment efforts for the Task Force. Over the next few years, over a half of the recruits would be taken from captured PoIs and informants already in contact with Site-16 or through new recruitment offers extending out of the Site.
For this, Site-16 becomes one of the only Sites to host permanent facilities dedicated to training and housing "Bibliographers" agents. Site-16 would go on to host and recruit the required forces for many projects like MTF Sigma-66 "Sixteen Tons" or MTF Omega-7 "Pandora's Box".
1988: Onboarding of Sidhe Research
Following the destruction of Hy-Brasil, vast amount of resources are transferred from the original Site and assigned to Site-16 as resources were better spent on a generalised facility rather than one assigned to a single Nexus. Trevor Sayer would again step in, with the assistance of The Office of Lady Seven, suggesting all fae research be re-established within Site-16's research labs. Both Site's existing research groups were merged, and began cross-referencing information between Nx-02, Nx-03, and The First Tragic Sanctuary of The Fae.
1990: Administrative Shake Up
Only 3 years into her time as SiAB Executive at Site-16, Heather Blackwood is selected as the Assistant Director to the aging Trevor Sayer. In her time as DEA Representative and Executive, she has overseen missions to Three Portlands, Eurtec, and Alaggada. Blackwood has assisted with the peaceful transferal of multiple anomalies to various MTFs and negotiated the return of multiple major anomalies.
Never-the-less, her recent rise to power has left judgement on her appointment. Multiple members of the Site Administration Board leave in the following years, citing great age, discomfort with the two Directors, and in one case being subject to a hearing by the Internal Tribunal Department.
Trevor Sayer would retire in 1994, leaving Heather Blackwood the second and current standing Site Director of Site-16.
1998: The BEETLE Project
The tunnels of Swansea Coal Production have been a blessing and a curse, that is undeniable. The original owners grew rich, but found themselves buried under more and more tunnels. We grew our Site wide, but left ourselves wide open.
Some have called for the closing of Site-16, that risk has been taken beyond what is needed by relying too heavily on informational security to keep prying eyes away. Some say the tunnels are too dangerous.
But we have nothing to fear but fear itself. The tunnels are closed off, they provide useful research data, and are highly classified for that matter. The dangers posed to the original miners were an extension of their fear, as we know the anomaly is based on infusion the mine itself with some kind of conceptual phenomena.
But concepts can be reinterpreted.The tunnels have brought danger, spread our influence, and let others come to us. Site-16 has always founded itself on bringing people together.
These tunnels are not a labyrinth, they are a connection. And we will connect the world.
Work on the Blackwood Extradimensional Energy Transport Lane Enervator began in 1998. While the project is yet to produce tangible results, it seeks to utilise the dimensional instability within Site-16 to create a connection between it and Nexi, if not other locations in baseline reality.
Progress is ongoing in Sublevel-2, under the Research and Development Arm, to create the project through the use of thaumaturgy and ontokinetic principles.
